During 2007, Mr. Moffat was instrumental in the creation of two Risk Retention Groups (RRGs) domiciled in Montana. Both RRGs began writing business on January 1, 2008. Physicians Risk Retention Group, LLC insures members of a large physician-owned Independent Practice Association in California. Professionals Risk Retention Group, Inc insures select OB/GYNs practicing throughout Arizona. In addition to assisting in the creation of these RRGs, both have retained Mr. Moffat to assist in the ongoing operations of the companies.

At the invitation of The Seminar Group, Mr. Moffat joined a distinguished panel addressing "Condominiums: Opportunities and Pitfalls." Mr. Moffat discussed how captive insurance can assist developers, contractors and subcontractors involved with Condominiums. See slides accompanying Mr. Moffat’s presentation.

Mr. Moffat participated on a panel at the Construction Superconference in San Francisco. The panel presentation, entitled "Becoming Your Own Insurance Company," explored the applicability and benefits of using captives in the construction industry.

Mr. Moffat reviewed the basics of captive formation at the Orange County chapter of the International Tax Committee and the Tax Committee for the California Society of CPAs. Brian Dooley, CPA, also addressed the gathering on the estate and income tax advantages of captive insurance companies. The presentations were recorded and a DVD will be available January 1, 2007.
